Can anyone explain to me how some people have the cephalic vein appearing in their bicep, while others don't ? Is it strictly a genetic thing, or is based on the training they are doing. The reason I ask is, most of the larger veins in my forearms are always visible but, none appear in either of my biceps.

its partly genetics and also how much bodyfat you have on oyu

To add to what A.B has mentioned, certain androgens can increase blood pressure and RBCs, making veins more visible too. Not saying all people that are vascular use steroids, but just that it can also cause this.

Genetics is first and foremost in this one. Some of the top pros dont even have it, Lee Priest comes to mind. So, if your bf is low enough and you cant even see it, then chances are you may never see it.
