I just finished my first 3 month workout routine and your suppose to rest a week after 3 straight months of training right?

You could if you want too, but if your training properly with proper rest you shouldnt have too. Might want to change up your routine though for something new.

i usually do.after that week of no training,i'm itching to get in and hit it hard

just switch up your routine man....if your eatin properly and resting enough you dont need it IMO

It willl allow yuor body to recuperate from the 3 months of torture yuo have put it through - + it should allow some small injuries to recover with you being more motivated to come back - so as I say - REST IS BEST!
