abs reduce chest???

A bodybuilder (3 year) told me that 'If you try make your abs first then you will not be able to make your chest, though you will get separation in chest but not make them prominent???'
Is this true because it was a real surprise to me.
Now how do I reduce my potbelly or spare tyre.
Please help out!
